Analysis of the following:
  • regulatory framework for compatibility with the objectives of smart, sustainable and inclusive economy,
  • thematic ministries, municipalities, key business associations, key market players per economy sector and key universities regarding smart specialization strategies and their implementation systems,
  • barriers blocking innovation based growth and imbalances of economic growth outlining measures meeting the objectives for smart, sustainable and inclusive economy.
Theoretical insight on the institutional flexibility models seeking for  synergies of public-private-sector ecosystems in smart, sustainable and inclusive economies. The focus  is on the following:
  • organisational flexibility -  creating a perfect fit between the organisation and its environment through a well-defined set of routines,
  • structural flexibility – adapting the organisation structure, its decision and communication processes in order to match changes in the environment or to create and manage changes in the environment,
  • strategic flexibility - reshaping strategic control systems to be viable in circumstances where changes are unfamiliar and the outcomes have potentially large and heterogeneous impacts.
Practical impact:
  • The knowledge specializations identified that best fit the innovation potential of the organizations.
  • Smart specialization strategies and further recommendations made on cooperation opportunities and possible synergies.
  • The restructuring measures outlined with pivotal focus on the following:
    • Eliminating barriers blocking innovation based growth,
    • Eliminating imbalances of economic growth across economic sectors, countries, regions at state, municipal levels,
    • Linking organizations via knowledge specializations,
    • improving synergy enhancing organizational, structural and strategic flexibility.
